FY2021-2023 Biennial Budget Overview

Per the Irvine Municipal Code and Financial Policies, the City Manager must present a balanced budget to the City Council before July 1. The City has a two-year budget, which is developed in the context of a comprehensive five-year financial plan. The budget is both a policy document, setting strategic priorities and goals, and a financial document that dedicates resources to various programs and services based on the established priorities.

The City of Irvine’s budget development is a comprehensive, transparent, and participatory process that starts in January with a presentation of preliminary financials to the Irvine Finance Commission and the City Council. In the following months, various budget information is presented to other City commissions, with meetings with the general public planned for March.

Budget Development Cycle – Key Dates

January 19 – FY 2021-23 Budget and Five-Year Financial Plan Presentation to the Finance Commission

January 26 – FY 2021-23 Budget and Five-Year Financial Plan Presentation to the Irvine City Council

  • Staff Report - The Irvine City Council will receive and provide input on the assumptions, resulting baseline projections and preliminary balancing measures for the Fiscal Year 2021-23 Two-Year Budget and Fiscal Year 2021-26 Five-Year Financial Plan; for the City’s key funds including the General Fund, the Building & Safety Fund, and Orange County Great Park Funds.
  • Staff Presentation – FY 2021-23 Baseline Budget and Five-Year Financial Plan Presentation 

March – During the month of March, the City will host two town hall meetings with a virtual presentation and dialogue to answer budget questions and discuss community insights. Once dates are confirmed, they will be provided here.
