Today, the Irvine Disaster Council discussed the critical need to implement stronger measures to protect employees and customers of retail businesses. As a result of this discussion, the Disaster Council directed that the City Attorney will prepare an executive order to be issued by the City Manager on Wednesday, in his capacity as Director of Emergency Services. This executive order will require all retail personnel in the City of Irvine to wear face coverings.

On March 24, the Irvine City Council passed a resolution strongly recommending that all retail sales businesses and service businesses provide protective supplies to their employees. 

“This order is for the overall protection of our community. The health and well-being of our residents, families, and business employees must be our top priority,” stated Mayor Christina Shea. “Many of our essential business are unable to exercise physical distancing due to the nature of their work. By wearing face coverings, we are protecting each other from this horrible virus.”

This executive order applies to all essential retail sales businesses and service businesses including, but not limited to:

• Grocery stores
• Pharmacies
• Restaurants
• Retail

Cloth face coverings can include items such as bandanas, fabric masks, and neck gaiters. It is important to note face coverings are not a substitute for social distancing and hand washing. The use of cloth face coverings could reduce the transmission of COVID-19 by individuals who do not have symptoms and may reinforce social distancing.

The order will be issued and become effective immediately on Wednesday morning, April 8, 2020.
