California COVID-19 Rent Relief Program for Irvine Residents 

UPDATE ON ROUND 2

The state and federal governments recently established Round 2 funding for the Emergency Rental Assistance Program. The City of Irvine has joined the State of California COVID-19 Rent Relief program for Round 2.

The State of California COVID-19 Rent Relief program will not end on September 30. Applications will be accepted until program funds are exhausted. Eligible renters and landlords are encouraged to apply to receive 100% of unpaid rent and utilities. If you have received an eviction notice, you have 15 business days to apply for rent relief and notify your landlord that you’ve applied (or intend to). You are only protected from eviction due to non-payment of COVID-related rent debt if you apply for relief. Apply today at HousingIsKey.com or call 833-430-2122.

IF YOU ARE A FIRST-TIME APPLICANT TO THE EMERGENCY RENTAL ASSISTANCE PROGRAM (Tenant or Landlord):

The State of California COVID-19 Rent Relief program provides financial assistance for rent and utilities to income-eligible renters and their landlords who have been impacted by COVID-19. Both renters and landlords can apply for assistance.

You will be applying directly to the State of California COVID-19 Rent Relief program on the State of California website. Your application will be reviewed and processed by the State. Neither the City of Irvine nor Orange County United Way will have access to your application.

The link below will take you to the State of California Housing is Key webpage where you can begin your application. The application page is available in six languages.

After clicking on the “Apply Now” button, you will be taken to an interactive map of the State of California. You can either type in your address in the window or navigate to it on the map. The City of Irvine is shown in green, indicating that you are eligible to apply to the State of California program.

After typing in your address, a window will appear on the page showing which program is active in your area. Click the word “View” next to “Link to Program and Application.” You will be asked a series of preliminary questions to determine your eligibility for the program. If your answers meet the screening criteria, you will be prompted to apply, and to create a user name and password on the State website.

The State of California COVID-19 Rent Relief program provides financial assistance for rent and utilities to income-eligible renters and their landlords who have been impacted by COVID-19. Both renters and landlords can apply for assistance.

Irvine tenants that applied through the City of Irvine/United Way program in Round 1, but that have accrued additional COVID-19-related rental arrears since March 31, 2021 may request additional assistance through the State of California program. This includes:

  • Rental assistance between April 1, 2021 and September 30, 2021 (including upcoming payments)
  • Utility assistance dating back to April 1, 2020 (limited to a total of 12 months, as described on the State Program Overview webpage)

As a reminder, if you received rent assistance for any month between April 1, 2020 and March 31, 2021, you may not request Round 2 rent funds for that same month through the State of California program. For example, if you received $2,000 in rent assistance for June 2020, you are not eligible to apply to the State of California program for $2,000 in rent assistance for June 2020. However, if you have an unpaid utility bill for June 2020 that was not covered through another program, you may apply to the State of California program for utility assistance in June 2020.

If you are interested in applying for additional assistance, you will need to submit an application through the State of California’s application portal. You will not be re-applying through the United Way portal for Round 2.

Update on Round 1 Applications

Orange County United Way is continuing to review applications received in March for Round 1 funding. As a reminder, the City of Irvine/United Way program was able to cover rental arrears payments impacted by COVID-19 that accrued between April 2020 and March 31, 2021. Applicants assisted through Round 1 but that are in need of additional assistance may apply for Round 2 funding consideration through the State of California program, as described above.

Irvine landlords and tenants that were approved and paid in Round 1 under the State’s original 80% or 25% guidelines are being contacted by United Way for their additional payment. Under the new guidance of State law (Assembly Bill 832), United Way will be re-reviewing applications from Irvine residents that self-evicted/moved out of their rental unit before their application could be processed. Please monitor the email address you provided in your application for further instructions.
