Hurricane Harvey has caused extensive damage and catastrophic flooding in Southeast Texas. Parts of Houston have been hit with more than 40 inches of rain, and totals could exceed 50 inches. The National Weather Service has described the effects of Hurricane Harvey as “unprecedented” and said that “all impacts are unknown & beyond anything experienced.”
