Boards and Commissions - General Information Irvine's three advisory commissions provide many opportunities for residents to become involved in the City. Commissions make recommendations to the City Council. Generally, each commission meets twice a month in the City Council Chamber. Agendas for each meeting are available at Irvine City Hall and are also posted in the lobby of the Police Department.
The Community Services Commission, meets on the 1st Wednesday of each month and as needed at 5:30 p.m. in the City Council Chamber. For more information, call (949) 724-6682.
The Finance Commission, meets on the 1st & 3rd Monday of each month at 5:30 p.m. in the City Council Chamber. For more information, call (949) 724-6025.

City Council Meetings - General Information Irvine City Council meetings are held the second and fourth Tuesday of each month in the City Council Chamber at the Irvine Civic Center. Regular sessions begin at 4 p.m. with a possible recess prior to 5 p.m., to discuss matters under Closed Session. Irvine City Council meetings are open to the public with the exception of Closed Session Meetings.
Irvine City Council meetings are cablecast live on ICTV (Cox Cable channel 30).
Any member of the public may address the City Council on items within the Council's subject matter jurisdiction but which are not listed on this agenda during public comments. However, no action may be taken on matters that are not part of the posted agenda. Public Comments are scheduled for 30 minutes and are limited to three minutes per person. If you wish to speak, you may fill out a speaker's card and submit to the City Clerk during the City Council meeting.

Community Services Commission
Residents can take a leadership role in the development of Community Services programs and facilities through participation on the Community Services Commission. Commissioners bring the resident's perspective to deliberations on matters ranging from land acquisition to youth diversion, helping assure quality programs and facilities.
Purpose
The Community Services Commission advises the City Council regarding park, recreational, and cultural programs that would be of interest and benefit to the City's residents. The Commission also advises on the development and improvement of the City's recreational facilities.

Finance Commission
Recognizing the importance of strong economic and financial affairs with regard to the proper functioning of the City, high importance is placed on citizen participation provided through a Finance Commission that has expertise in financial management. The Finance Commission is comprised of five members who are residents of the City of Irvine and it is charged with acting in an advisory capacity to the City Council in matters pertaining to short- and long-range financial planning and funding for City activities. The five member Commission reviews the City’s General Fund, Capital Improvement Program, and Special Funds budgets including review of policy and procedures, time frames, format, service deliveries, funding alternatives, and City Council priorities. The Commission also reviews proposals and makes recommendations regarding new and increased revenue sources; advises Council of the fiscal impacts of franchise agreements and major contracts or revisions to such agreements/contracts; and reviews and makes recommendations regarding City support or opposition to proposed state or federal legislation that impacts City finances. It is intended that the Finance Commission acts in an advisory capacity only and that it not be vested with final authority in the establishment of priorities or the expenditure of funds. To be assured of consideration and action at a Finance Commission meeting, matters coming from the public including communications from civic organizations and community associations must be received in writing at least 14 days preceding the Commission meeting. All outgoing written communications shall be sent out over the signature of the Director of Administrative Services or an officer of the Commission so officially designated. The Finance Commission meets on the 1st and 3rd Mondays of each month at 5:30 p.m. in the Council Chambers.

Planning Commission The Planning Commission is the ruling authority on all applications for or complaints regarding various types of land use and zoning matters. The 5-member committee reviews everything from site plan and subdivision plat approvals to easement and encroachment disputes to rezoning and annexation requests. In addition, the committee works to modify and update the City of Irvine 's comprehensive plan and zoning ordinance. The purpose of the Planning Commission is to insure that any new building, signage, right-of-way, or other proposal serves the best interest of the community at large and the zoning district in which it will be built. The commission strives not to destroy individual freedom and creativity but rather to insure that all citizens' health, safety, and rights are considered in any proposal or dispute. The members of the Planning Commission come from both the private and public sectors of the community and all bring an expertise to the commission, whether it be in urban planning, architectural design, citizen concerns, business needs, or engineering feasibility. The committee meets on the first and third Thursday of each month to hear zoning disputes and rule on applicant requests. These hearings are open to the public and take place at 5:30 p.m. in the Council Chambers at City Hall . Prior to hearings, applicants or complainants shall not approach any member of the commission regarding their case as it may prejudice his or her decision. If this happens, the commission will not be able to hear their request.
