Housing Goals: Development of housing in Irvine is guided by the goals, objectives and policies of the City's Housing Element and Chapter 2-3 of the Zoning Code. The overall goal of the Housing Element is to provide safe and decent housing for all economic segments of the community. The City of Irvine provides housing ranging from studio apartments to large single family homes. In addition, the City's development standards provide for affordable for sale and rental housing for lower income households requiring special needs.

Implementation of Goals: The goals of the Housing Element are implemented through Chapter 2-3 of the Zoning Ordinance. The City clarified and expanded its goals in 2006 through the adoption of a long-term Housing Strategy and Implementation Plan.
