The Fiscal Services division oversees the financial operations of the City through the Accounting, Purchasing, and Treasury functions. Fiscal Services maintains the financial systems and records of the City in accordance with generally accepted accounting principles, as well as applicable laws, regulations and City policies. Specific functions include: annual financial report preparation; ledger reconciliation; financial audits, treasury portfolio administration; Investment Advisory Committee support; receipt, custody and recordation of all revenues; banking services; accounts receivable; accounts payable; issuance and administration of City debt issues; fiscal oversight and administration of assessment district bond issues; centralized purchasing; competitive bid process; contract management; operations of a central warehouse; and strategic and financial planning support.
