During 2008, the City of Irvine implemented the Irvine Democracy Project: Vote 2008 campaign to encourage all Irvine citizens who are eligible to register to vote and fully participate in the democratic process.

Three elections took place in 2008. The Statewide Presidential Primary was held on February 5, 2008; followed by the Statewide Primary and Special Municipal Election held on June 3, 2008; and the General Municipal Election held on November 4, 2008.

Three measures were adopted in 2008. On June 3, 2008, the City conducted a Special Election and as a result, Measure "H," the Irvine City Council Ethical Public Service Ordinance passed. Measure "H", adopted as Initiative Ordinance 08-03 represents Irvine Municipal Code Section 1-6-104 and 1-6-110, a portion of Irvine's Ethics Ordinance No. 06-01. The measure prohibits elected officials, as well as their executive assistants and appointed Commissioners, from lobbying for compensated employment or service on behalf of a private individual or organization before any local public agency in Orange County. In addition, the measure prevents the same individuals from having a personal investment or monetary interest in City contracts.

On November 4, 2008, Measures "R" and "S" were passed. Measure "R", an Ordinance Ratifying and Implementing Policies Relating to the Orange County Great Park Project, and adopted as Initiative Ordinance No. 08-17, became effective on December 19, 2008. Measure "R" ratifies and implements certain City Council-approved policies relating to the Orange County Great Park project with regard to the governing structures and responsibilities of the City of Irvine and the Orange County Great Park Corporation, funding and construction, operation and maintenance considerations, and major policies and programs. Measure "S", an Ordinance Relating to the Privacy of Individuals’ Personal Information, and adopted as Inititaive Ordinance No. 08-16, also became effective on December 19, 2008. Measure "S" protects individual privacy interests through the establishment of guidelines to assist the City in its determinations whether to disclose or withhold individuals' personal information.

General municipal elections are held in the City of Irvine on the first Tuesday following the first Monday in November of even-numbered years. Other municipal elections or special elections may be called from time to time by the City Council. The next General Municipal Election wil be held Tuesday, November 2, 2010.

The City Council is made up of a Mayor and four Councilmembers, for a total of five members. These positions are elected by Irvine citizens at large, every two years. The offices of Mayor and City Council are non-partisan.

The Mayor serves a term of two years, while City Councilmembers each serve a term of four years. The Mayor and City Councilmembers may serve no more than two full consecutive terms. The terms of the Councilmembers are staggered.
