PROJECT APPROVALS

The Planning Commission approved the Conditional Use Permit (CUP) for the campus build-out plan modification.

The City Council:

  • Approved the Zone Change to update requirements for Concordia University;

WHAT DOES THIS MEAN?

            The CUP Modification:

  • Maintains the previously approved maximums of 321,220 square feet and 330 dorm units.

The MOU:

  • Approved Phases 1 (i.e., Music, Worship and Theology Building and Keck Astronomy Center) and 2 (i.e., Athletic Field Restroom/Locker building and Concordia University Center expansion) only.

  • Requires Concordia University seek separate Planning Commission approvals for Phases 3 and 4.

  • Limits traffic generation to existing levels of 4,732 vehicle trips per day during Phases 1 and 2.

  • Requires the City conduct independent trip counts and verify compliance with the trip cap.

  • Limits the number of athletic lighting poles to 15 during Phases 1 and 2.

  • Requires Concordia University to seek input on Construction Staging and Management Plans from the Concordia East and West Community Associations and the “Villages of Turtle Rock” group.

    In Addition: 

  • The City’s Transportation Commission will determine the need for a signal at Concordia East and Ridgeline Drive. Concordia University will financially guarantee the construction the traffic signal. If the signal is not needed, Concordia will fund other traffic improvements in the immediate area.

PROJECT STATUS SPECIFICS

City Council Actions on May 9, 2017:

  • City Council voted 4-0 (Mayor Wagner absent) to authorize Mayor Pro Tem Schott to sign the Memorandum of Understanding between the City and Concordia University with amended Covenant 2.F indicating Concordia will provide written notice to and seek input from the “Villages of Turtle Rock” group on the Construction Staging and Management plans. Also, add May 8, 2017 letter from Concordia (Letter) as an Exhibit to the MOU.
  • City Council voted 4-0 (Mayor Wagner absent) to authorize the second reading and adopt Ordinance No. 17-05 approving the Zone Change to update the Special Development Requirements for Concordia University.
  • Directed staff to start negotiations with Concordia University to potentially terminate the 1993 Joint Use Agreement (as amended in 1996) on terms that would provide further traffic relief in the area around the campus. Include analysis of available alternative sites for joint use agreement users of Concordia’s athletic facilities. 

City Council Meeting May 9, 2017:

City Council Actions on April 25, 2017:

  • City Council voted 3-0 (Council Members Schott, Fox, Shea in favor; Mayor Wagner and Councilmember Lalloway absent) to certify the Final Environmental Impact Report.

  • City Council introduced for first reading an ordinance amending Zoning Ordinance Section 9-21-7.B, Special Development Requirements for Concordia University by a 3-0 vote (Mayor Wagner and Councilmember Lalloway absent).

  • City Council accepted five commitments proposed by Concordia University (Proposed Concordia Commitments, dated April 25, 2017) and directed City staff/City Attorney to incorporate the additional commitments and related meeting discussions into a Memorandum of Understanding (MOU) between the City and Concordia University to further address resident concerns on the Conditional Use Permit Modification approved by the Planning Commission. In summary, the MOU will address the following:

    1. Planning Commission shall review future CUP modification applications for project Phases 3 and 4.

    2. Project Phases 1 and 2 shall comply with the October 2014 daily vehicle trip count of 4,732 trips maximum for the campus.

    3. City shall ensure independent trip counts and verify compliance.

    4. City may use traffic signal (Ridgeline and Concordia East) financial security for traffic improvements in the area if the traffic signal is determined not to be needed.

    5. Athletic field lighting is limited to 15 poles maximum during project Phases 1 and 2.

    6. Concordia shall seek input from Concordia East and West Community Association on Construction Staging and Management Plans.
       

  • City Council will review the MOU at its Tuesday, May 9, 2017 for signature as a consent calendar item.

PROJECT LOCATION

The project is located at 1530 Concordia West in Turtle Rock

REQUEST

The project proposes to modify the previously approved campus build-out plan of 321,220 square feet and 330 dorms. The current plan proposes to demolish seven existing buildings, add seven new buildings, add one future residence hall for 74 dorms (resulting in a total of 330 dorms for the campus). Furthermore, various athletics fields and facilities will be added, relocated or improved, including but not limited to a lap (73’ x 35’) pool with kidney-shaped recreational area (total water surface area of approximately 5,155 square feet) for students/staff only. Additionally, lighting is proposed to be added to athletic facilities. On-site surface parking will be updated by reconfiguring or removing existing areas and adding new areas resulting in an anticipated net increase of approximately 218 spaces total. Lastly, a traffic signal and other improvements at the intersection of Ridgeline Drive and Concordia East as well as internal campus roadway improvements are also proposed.
