Important Notice Regarding the 2013 Building Standards

If you are a City of Irvine property owner or an architect, engineer, designer, or contractor that performs work within the City, please be advised that the City will be enforcing the following Building Standards,  except the Building Energy Efficiency Standards, effective on January 1, 2014. The effective date for the Building Energy Efficiency Standards has been postponed by the California Building Standards Commission until July 1, 2014: 

  • 2013 California Building Code,
  • 2013 California Residential Code,
  • 2013 California Green Building Standards Code,
  • 2013 California Mechanical Code,
  • 2013 California Electrical Code,
  • 2013 California Plumbing Code,
  • 2013 California Fire Code,
  • 2013 Building Energy Efficiency Standards,
  • 2013 California Existing Building Code,
  • 1997 Uniform Housing Code (Chapters 5,6,7,8,9 and 10),

All new plan review applications submitted after December 31, 2013 will be required to comply with the above referenced code editions with the exception of the  Building Energy Efficiency Standards which will apply to projects submitted on or after July 1, 2014. 

Codes are available for purchase from the International Code Council,  and digital copies, except the Building Energy Efficiency Standards, may be accessed at  http://www.bsc.ca.gov/codes.aspx under the heading: "2013 Triennial Edition (effective January 1, 2014)". The Building Energy Efficiency Standards are accessible at: http://www.energy.ca.gov/title24/2013standards/index.html

All new All plan review applications submitted between December 31, 2010 and before January 1, 2014 are required to comply with the code editions referenced below.

  • 2010 California Building Code,
  • 2010 California Residential Code,
  • 2010 California Green Building Standards Code,
  • 2010 California Mechanical Code,
  • 2010 California Electrical Code,
  • 2010 California Plumbing Code,
  • 2010 California Fire Code,
  • 2008 Building Energy Efficiency Standards (effective August 1, 2009),
  • 2010 California Existing Building Code,
  • 1997 Uniform Housing Code (Chapters 5,6,7,8,9 and 10),
  • 2009 Uniform Swimming Pool, Spa, and Hot Tub Code.
